		<description>I could able to resolve this issue. 
my files under $ORACLE_HOME/network/mesg/ were corrupted. copied from other server.  it resolved the issue.</description>

The dbstart script is in the $ORACLE_HOME/bin directory.
You might have to edit the script to hard code the value for the ORACLE_HOME_LISTNER variable.
